The Criminal Code of the Georgian SSR, adopted in December 1960 and published in January 1961, set the drug offences that applied in Abkhazia for the rest of the Soviet period. Unauthorised sowing of hashish or Indian hemp carried up to a year of correctional labour or a fine of 50 roubles, with the crop confiscated. Making or selling narcotics carried up to a year in prison or a fine, or up to five years for repeat offences. The code treated hemp growing as a minor offence, not a serious crime.[1]
