On 12 January 2007 parliament amended the administrative code to fine illegal purchase or possession of narcotic substances, and drug use without a doctor's prescription, at 50–100 minimum wages. The same session adopted the death-penalty moratorium law. The move came as the new criminal code took effect; five years later, in August 2012, parliament created a general possession offence carrying one to three years.[1]
