In October 2016 the food, agriculture and livestock ministry's Hemp Cultivation and Control Regulation took effect, allowing licensed hemp growing in 19 named provinces with ministry permission.[1] Applicants had to declare no prior unlicensed growing or drug offences, apply between 1 January and 1 April, accept inspections at least monthly, and destroy side branches, leaves and flowers after harvest to stop hashish being made; unlicensed crops would be destroyed and reported to the courts.[1]
