The Central Committee of the CPSU and the USSR Council of Ministers issued Decree No. 876 on 4 May 1954 to revive post-war fibre crops. The measure raised state purchase prices for hemp straw and seeds, supplied mechanical harvesters to collective farms and offered grain bonuses for exceeding quotas.[1] The incentives applied exclusively to authorised industrial fibre strains; unauthorised cultivation of narcotic Indian hemp remained prohibited.[1]
