First-time small drug possession shifts to administrative fines

A USSR Supreme Soviet edict amended drug provisions across all union republics, including the Moldavian SSR. First-time acquisition or possession of small amounts of narcotics without intent to sell became an administrative offence punishable by a fine of up to 100 roubles, corrective labour or up to fifteen days of arrest rather than an immediate criminal prosecution.[1] Non-medical drug consumption was also categorised as an administrative contravention.[1]
