A decree of the Presidium of the Supreme Soviet made the illicit use of drugs a misdemeanour and, when repeated, a crime: a second case within a year of the first brought up to two years of imprisonment or corrective labour. Possession without intent to sell had been a crime since a 1974 decree, with up to three years in prison.[1][2]
