Tightening 🇺🇦 Ukraine

Soviet Ukraine issues its implementing decree for the 1987 drug crackdown

The Ukrainian SSR Presidium issued Decree 4452-XI on 21 August following the Union-level June drug-law changes. It made repeated small-quantity acquisition, possession without intent to sell, or non-prescribed use within a year after an administrative sanction punishable by up to two years' imprisonment or alternative penalties. Listed cannabis varieties attracted criminal cultivation penalties directly; other hemp cultivation had an administrative first tier and criminal liability after repetition. The decree also provided exemptions for voluntary surrender or seeking medical help. This entry uses the decree's issue date and records its historical distinctions rather than today's quantity or plant thresholds.[1]
