Benin promulgates narcotics penalties with a treatment route for drug users

Law 87-009 regulated offences involving substances and plants classified as poisonous or narcotic. Article 8 punished unlawful narcotic use with two months to one year in prison and a fine of 25,000–400,000 CFA francs, or either penalty alone. Article 9 provided non-prosecution for qualifying first offences when the user complied with prescribed treatment or medical supervision; repeat cases remained subject to prosecutorial discretion. Separate provisions punished supply and production. The date is presidential promulgation, not a verified first cannabis ban or the introduction of a legal market.[1]
