A Soviet constitutional body rejects criminal liability for drug use

The Committee for Constitutional Supervision of the USSR declared that criminal liability for the illicit use of drugs was unconstitutional, three years after a decree had introduced it. Possession stayed a crime: in Russia from 1996 to 2004 even very small amounts of a drug such as heroin could bring years in prison.[1]
