Under the criminal codes of the 1920s only making and dealing in drugs were punished; personal use and possession without intent to sell carried no penalty. A decree of the Supreme Soviet, "On reinforcement of the fight against drug addiction", changed that: possession without intent to sell now brought up to three years in prison, and production and trafficking ten to fifteen. It was copied into Article 224 of every republic's code and covered all drugs listed in the UN conventions.[1]
