Index score

−11 points

Until 1974 the Soviet criminal codes punished making and dealing in drugs; personal use and possession without intent to sell carried no penalty. A decree of the Supreme Soviet, copied into the code of every republic, made possession without intent to sell punishable with up to three years in prison. Belarus was a Soviet republic.[1]
