To meet its reporting duty under the 1931 League of Nations drug convention, the police began counting dagga arrests and seizures district by district. In 1932 they reported 5,762 arrests and 26,564 pounds of dagga seized. Through the 1940s arrests averaged about twice as many a year, rising sharply after 1948 to between 15,000 and 20,000.[1]
