A government commission of inquiry into drug abuse reported that cannabis arrests stood in the low thirty thousands in both 1967 and 1968, continuing a rise that had run since the 1930s. Police seizures in the 1960s routinely passed two million pounds a year. The commission's 1970 report came the year before parliament passed the mandatory prison terms of 1971.[1]
