From 1954 a person found with more than four ounces of dagga was presumed to be dealing in it, the far more serious crime, unless they could prove otherwise. Written as 115 grams in metric, the same quantity was carried into the 1971 and 1992 drug laws. When the Constitutional Court struck the rule down in 1995, it noted that the state could not say why that amount had been chosen, and that 115 g was only 50 to 100 cigarettes.[1]
