Japan opens new cannabis growing licences and sets a 0.3% seed limit

From 1 March 2025 Japan split cannabis cultivation into new licence categories: Type 1 growers licensed by prefectural governors to produce raw material, Type 2 growers licensed by the health ministry to produce pharmaceutical ingredients, and research growers.[1] Type 1 growers must use seed from plants with no more than 0.3% delta-9 THC, and must stop growing if their crop goes above the limit.[1] The rules also require treatment of seed before it is passed on and permission to import untreated germinable seed.[1] The changes completed the 2024 reform, which had already renamed the Cannabis Control Act and made use a crime.[1]
