Mullah Omar signed a three-article decree, published in the official gazette on 30 April 1999, declaring cannabis cultivation absolutely banned and threatening the harshest sharia punishment for anyone who grew it. Provincial governors were ordered to stop cultivation. A second decree on 18 August 1999 authorised the destruction of hashish-processing workshops, and officials later reported destroying dozens in Nangarhar and Helmand.[1]
