Afghanistan publishes a drug-trafficking law as the republic collapses

President Najibullah's government published a law prohibiting illicit trafficking in narcotics and psychotropic substances on 20 January 1992, weeks before Kabul fell. It implemented the 1988 UN convention and referred to the convention's list of psychotropic substances. The law restated a ban that was already on the books and had little time to be enforced before the mujahideen took the capital.[1]
