Afghanistan's transitional government issued a seven-article decree on 4 April 2002 banning poppy and cannabis cultivation. Cannabis appeared in the decree's title but not in its operative articles, and the new government did not enforce the ban effectively. Cannabis remained a major crop in Balkh, Kandahar, Nangarhar and other provinces.[1]
