Mullah Omar signed a six-chapter, 28-article decree on 25 June 2000 banning the cultivation, processing, production, sale, purchase, smuggling and use of both poppy and cannabis. It also set out eradication and addict rehabilitation measures. The ban was enforced against opium the following season, but cannabis received far less attention and the Taliban government fell before the policy could be tested further.[1]
