In October it was superseded by more than half, butOperation Cooperation: Washington judged that it had pushedwould ease crossing procedures and Mexico to act against growerswould intensify enforcement. AFurther talks established a joint programmeworking group on narcotics, Operation Cooperationmarijuana and dangerous drugs. This was an enforcement and diplomatic campaign, replaced itnot a new cannabis prohibition.

A royal decree dated 18 April 1860 approved pharmacy and drug-trade ordinances whose second catalogue expressly lists Haschisch was added. The Pure Food and DrugDrugs Act, signed by President Theodore Rooseveltapproved on 30 June 1906, was the first federal law to touch cannabistakes effect on 1 January 1907 under section 13. It did not restrict the drug: it required that certainSection 8 treats covered packaged drugs, cannabis among them, be accurately labelled with their contents, and it banned interstate traffic in adulteratedfoods as misbranded if their labels fail to state the quantity or mislabelled food and medicinesproportion of cannabis indica or its derivatives or preparations. The same year Congress passed a poison law forAct prohibits adulterated or misbranded interstate and foreign shipments and regulates manufacture and sales in federal territories and the District of Columbia. In July 1972 the anthropologist William Partridge began fieldwork in a municipality on Co … s account shows how little the law reached a remote mountain valley a generation later. ## Workers and the label of the user The later part of Partridge’s chapter distinguishes the stigma of the *marihuanero* from the social lives of consumers. Workers who smoked also supported households and participated in ordinary exchanges and obligations. Some learned through mobile, unrelated work groups and continued after acquiring farms of their own. The [tradition entry](/culture/traditions/cannabis-in-colombian-work-groups/) follows these practices more closely. Partridge marked his conclusions as preliminary while data collection continued. His account challenges a particular local stereotype; it is not a controlled test of productivity or a description of all Colombian consumers.

Charles Baudelaire published *Les Paradis artificiels, opium et haschisch* in Paris in 18 … ile questioning whether the person who entered it retained the power to act outside it. ## An earlier comparison Baudelaire had already set out a related argument in his 1851 essay *Wine and Hashish*, collected in Maurice Stang’s translation in *Hashish, Wine, Opium*. In section 6 he favours wine as a companion to work and sociability, while portraying hashish as an escape that weakens the will to act. Section 7 endorses the musical theorist Barbereau’s preference for imagination exercised through willpower rather than intoxication. This earlier essay helps explain why the 1860 title should not be read as a simple celebration of drugs. The comparison expresses Baudelaire’s moral and aesthetic hierarchy; its claims about the health effects of either substance are nineteenth-century assertions, not present-day medical findings. The translated collection also includes works by Théophile Gautier, whose voice should be distinguished from Baudelaire’s.

It had been in C … mended the lower class as early as 1979, and an independent inquiry, the Runciman Report, endorsed itpublished in 1999March 2000, also backed reclassification. A poll at the time found 49% of adults in favour of decriminalising cannabis and 36% against. The [Lambeth warning pilot of July 2001](/history/uk-lambeth-cannabis-warning-pilot-2001/) explored a less time-consuming response to personal possession under existing police discretion. It preceded the national change. Matthews’s 2003 afterword describes the debate and its political compromises, but sometimes speaks of Class C as already in place; the statutory order fixes the commencement at 29 January 2004. The stated purpose was practical: to let the police concentrate on more serious offences and h … vation and sharing stay at 1, since the penalties for growing and supplying did not fall.

Jindřich Vobořil was twice Czechia's national drug coordinator, the official who steers t … r adults. Coalition politicians would not go that far, and he left office under pressure. A year later hisParliament adopted a narrower personal-use reform in 2025, effective from 1 January 2026. His think tank drafted the amendment behind Czechia's legal home growing, which took effectclaimed role in 2026 drafting an amendment became a public dispute; the enacted legislation was not his work alone. ## From harm reduction to government Vobořil was born in Brno on 29 September 1966. He … ce no other EU government planned a commercial market. Prohibition, he said, had failed. His broader approach had three pillars: personal cultivation, cannabis associations growing for members, and licensed commercial sales in specialist shops. The aim was to replace the illicit market with a strictly regulated legal framework, with controls on supply and access. Political opposition within the coalition did not agree, particularly from the Christian Democrats (KDU-ČSL), prevented adoption of the commercial market. The [draft presented in January 2024 draft](/history/czechia-cannabis-draft-2024/) kept home growing, clubs, licensed sales, exports and taxes, but notreflected the open commercial marketcoalition's disagreement over sales. "I am not giving up. There is Vobořil continued to argue for a chancecomprehensive model: the Government Office's September 2024 account still described all three pillars of his proposal," he said while reporting government agreement only on personal cultivation. He applied the same idea to new substances. He pushed an amendment creating a category … and had received threats. Fiala kept him on as an expert adviser. He carried on through his think tankthe Think Tank for Rational Addiction Policy, *Racionální politiky závislostí (Rational Addiction Policies)*, which he founded in 2017. It promotes evidence-based addiction policy and harm reduction, including regulated alternatives to prohibition. In 2025 parliament passed a reform of the criminal-code with an amendment that set limits for possessing and growingreform allowing limited cannabis cultivation and possession for personal use, made growing three plants legal and abolished the offence of holding drugs for someone else. According to Seznam Zprávy, reported that his think tank had drafted it. When deputies of the relevant amendment. Vobořil accused Mayors and Independents (STAN) submitted it, he accused themdeputies of crudely stealingtaking it. without credit; STAN's Barbora Urbanová called thedisputed his accusation a lie. "I'm glad it passed," That contested drafting history does not make Vobořil saidor the think tank the sole author of the legislation parliament enacted. [The new rules](/history/czechia-home-grow-2026/) took effect on 1 January 2026:. For adults may grow over 21, the personal-use limits are **three cannabis plants and keep **, **100 grams at home** and **25 grams outside the home**. Cultivation must take place in property the grower owns or has another legal right to use. The reform did not establish his proposed licensed commercial market or cannabis associations; it was a narrower change to home cultivation and possession. In June 2026 Babiš, now prime minister again, [announced a tougher drug policy](/history/czechia-tightening-plan-2026/). Vobořil called it a return to before 1989.

The Cannabis Cup is a festival and competition run by the American magazine [*High Times* … the trade's division into [indica and sativa](/culture/language/indica-and-sativa/). ## Inside the 1998 Cup Wine writer Patrick Matthews attended the 1998 competition and described a week spread across several settings. The Pax Party House held the trade exhibition, with hemp clothing, books, smoking equipment and coffeeshop stands. Buses took visitors to coffeeshops and seed businesses; the awards ceremony took place at the Melkweg. At the Sensi Seeds stand, [Jack Herer](/culture/people/jack-herer/) signed hemp-paper copies of his campaigning book to raise money for legalisation. Matthews also recorded the tension between a festival and a product competition. Coffeeshop representatives complained about the expense of parties, giveaways and promotion. He questioned how visitors could compare so many samples in a week without blind tasting. These are his observations and the complaints of named participants, rather than an independent finding that a result was bought. His description distinguishes what he saw from what he read: he missed the judges’ Council sessions and described their intended group discussion from the event programme. The account gives a particular late-1990s Cup its social setting; it does not establish the procedure at every later competition. ## Trouble at home In 2010 the Dutch police raided the Cup's venue. In 2014, after 27 years, … n American states with licensed markets, while the Netherlands still has only toleration.

transition from gazette publication is stated; the approval date is not treated
as immediate commencement. An Italian 1892 lead did not establish a medicinal
cannabis listing and was not added. No scores changed.

An [early-1900s proprietary-medicine pass](research/early-1900-proprietary-medicine-controls-2026-10-16.md)
on 16 October 2026 added Germany's 1907 Bromidia written-order and public-advertising
controls, using the original Federal Council text reproduced in a contemporary
journal. It corrected the U.S. 1906 Act entry to its 1 January 1907 commencement
and replaced Wikipedia sources with the original statute and FDA history.
Both have articles; named-product restrictions and disputed cannabis content are
distinguished from cannabis-wide prohibition. No scores changed.

An [Austrian hemp-cigarette trade and pharmacy pass](research/early-1900-austrian-hemp-cigarettes-2026-10-16.md)
on 16 October 2026 added the reported 12 April 1905 fiscal clarification separating
domestic manufacture/sale from controlled imports, and Trnkóczy's 22 March 1907
prescription pharmacy authorization. Both have articles based on contemporary
notices. The original wording corrects a sale/use translation ambiguity and a
printed-page citation. Reported order dates are distinguished from commencement;
neither entry implies cannabis-wide legalization. No scores changed.

# Non-US library pass: Brazil and Colombia

16 October 2026. This pass follows the user’s request to focus on non-US subjects.
No US content, country profiles or scores changed in this pass.

## Reading

**Jean Marcel Carvalho França, História da maconha no Brasil** (Jandaíra, 2022,
ISBN 9786550940133): chapter 5, *Canabismo, um hábito economicamente viável*,
read in full, including notes 1–16. Internal file `OEBPS/Text/chapter05.xhtml`;
public locators use the chapter title, without fabricated print pages.

The chapter follows changing media portrayals, medical-access campaigns, online
cultivation networks and the documentary *Quebrando o Tabu*. Its quotations from
magazines document a public debate; they were not treated as current clinical
findings. Its predictions of imminent reform and its market forecasts were not
imported. The chapter’s generalised descriptions of foreign legal systems were
not used to update country profiles.

**William L. Partridge, Cannabis and Cultural Groups in a Colombian Municipio**,
in Vera Rubin (ed.), *Cannabis and Culture* (Mouton, 1975): printed pp. 161–172,
PDF 175–186, examined, including the references. This completes the chapter
across passes: the catalogue previously recorded pp. 147–163. The opening pages
were not credited a second time. Visually checked printed pp. 162, 163, 166, 167
and 169 against their scans.

## Brazil: CBD classification in January 2015

Added `brazil-cbd-controlled-substance-2015` and an article.

França supplies the patient/media context. The actual legal change was checked
against [RDC 3 of 26 January 2015](https://bvsms.saude.gov.br/bvs/saudelegis/anvisa/2015/rdc0003_26_01_2015.pdf),
especially articles 1–3 on its first page. Article 2(I)(1.1) adds cannabidiol to
List C1; article 3 provides commencement upon publication. The resolution refers
back to the board meeting of 14 January. These are different dates.

The web reader returned the official PDF text and a screenshot reference, but
direct local download and later text opens were blocked with HTTP 403. No local
PDF reading beyond the retrieved opening text is claimed. The
[Anvisa retrospective](https://www.gov.br/anvisa/pt-br/assuntos/noticias-anvisa/2016/em-cumprimento-a-acao-judicial-anvisa-permite-prescricao-e-importacao-de-produtos-com-canabidiol-e-thc)
confirms that January 2015 moved CBD from prohibited to controlled status.
The [official amendment index](https://www.gov.br/anvisa/pt-br/assuntos/medicamentos/controlados/lista-substancias)
also identifies RDC 3 and its C1 addition.

Retained **January 2015** precision for the event because the exact gazette
publication day was not independently established here. Did not mistake the
board meeting or the date of the resolution for the effective day. The change
concerned CBD, not an unrestricted cannabis market, home growing or permission
to use cannabis recreationally. It did not itself register a medicine. No
national score step assigned: the existing pharmacy-access step concerns the
separate 2019 framework.

## Brazil: a documentary’s release and political argument

Added `brazil-quebrando-o-tabu-2011`, dated **3 June 2011**, and an article.

The date was checked against ANCINE’s *Informe de acompanhamento do mercado:
filmes e bilheterias 2011*, Brazilian releases table, PDF page 9, row 26.
The table identifies the documentary, distributor Espaço Filmes (Spectateur),
and release date 03/06/2011. Downloaded through the official
[download endpoint](https://www.gov.br/ancine/pt-br/oca/cinema/arquivos-pdf/informe-anual-filmes-e-bilheterias-2011.pdf/@@download/file),
extracted the table and visually checked the page. The apparent `.pdf` URL
without the download suffix initially returned an HTML attachment page.

The article attributes interpretation of the film’s reform strategy to França.
This pass did **not** watch the complete film and does not present the book’s
summary as an independent viewing. It describes a cultural and political
intervention, without claiming the documentary caused a law or a measured
change in opinion. The release itself moves no score.

## Colombia: cannabis in working relationships

Created `culture/traditions/cannabis-in-colombian-work-groups.md`, linked to the
existing Santa Marta fieldwork history entry. Expanded the corresponding history
article’s discussion of ordinary community membership and stigma, with a locator
extended to the relevant later pages.

Applied the chapter’s descriptions of short pure-cannabis cigarettes, unrelated
male work groups, learning through migration and friendships, and continued
smoking after some labourers became farmers. Not every worker smoked; the chapter
says nonsmokers were not urged to participate. Participants’ language of fuerza
and ánimo is treated as their explanation, not proof of enhanced productivity
or safety while working.

Two adjacent pages need care: printed p. 162 says a cigarette is shared among
men; p. 163 says cigarettes are not passed person to person. The entry does not
invent a consistent passing ritual from these passages. It likewise omits the
historic infant remedy and other therapeutic practices as advice.

The contrast between cultivators, traders and consumers matters: the highland
cash-crop growers were not necessarily smokers. The work-group practice is
specific to this account of a coastal municipality in the early 1970s, not a
claim about everyone in Colombia or a verified current custom. The locality is
not given a guessed real name.

On printed p. 169, note 12 explicitly calls the conclusions preliminary because
data collection was incomplete. Preserved that limit. The reported cultivation,
trade and consumption under local accommodation do not establish a legal
exemption. The chapter’s specific account of Decree 1699/1964 is a lead until
the original provisions are examined; no new penalty event added from it.

## Next non-US reading

- França chapter 1 remains unread. His chapter 4 also has material still outside
  the credited passages.
- Ram’s *Intoxicating Zion*, chapter 4 on interwar representations, remains
unread and offers a next regional focus beyond Latin America.
- Rubin’s volume still has incomplete Greek archive statistics and substantial
  Jamaican social chapters to examine.
- Primary Colombian legislation is needed to resolve the earlier 1928 first-law
lead and verify the 1964 penalties reported by Partridge.

## Validation

Book hashes and coverage locators checked; the generated report refreshed.
Site build and generated-content checks are recorded below after completion.
Original books, full extractions and page scans remain in ignored local folders.

Validation completed: `npm run books:check` passed. Brazil and Colombia score-chain
checks each flagged zero steps. The first shared-output build failed on a missing
prerender chunk while another Astro build was active; a rerun using the isolated
`tmp/non-us-library-2026-10-16/site-check` output completed successfully (3,098
pages). Verified both new history articles, the new tradition and the expanded
Colombia article in that generated output. New event IDs are unique and unscored;
catalogue note links and culture related links resolve. Staged and unstaged
whitespace checks passed. No commit or deployment performed.

# Reform reports, federal discretion and comparative prohibition

Third pass on the new library, 16 October 2026. Actual reading recorded in
`docs/books.yaml`; all whole books and temporary report scans remain ignored.

## Reading completed

- Boullosa and Wallace, *A Narco History*, OR Books 2015: chapter 12, *New
Directions*, read in full, including notes 54–59. It combines a reform
chronology, advocacy and predictions written before the 2016 US elections.
- Carneiro, *Drogas: A história do proibicionismo*, Autonomia Literária 2019:
chapter 2 read in full, including notes 58–78. The chapter concerns earlier
restrictions on tobacco, tea, coffee and alcohol. It supplies comparative
context, with no new cannabis-specific application.
- Carneiro chapter 9: selected opening of *O marxismo, o estado e a regulação
  das drogas*, through the Cuba/Franqui/Padura discussion before Gramsci;
notes 539–540 and the two bibliography entries checked. The rest of this
chapter and chapter 8 are not credited as read.

## New history entries and articles

### 2009 Latin American commission

Added `latin-american-drugs-democracy-report-2009` at month precision, February
2009, with an article. Chapter 12 supplied the lead; the actual declaration
supplies its recommendations. It calls for evaluating decriminalisation of
personal cannabis possession, paired with health, education and enforcement
against organised crime. It does not enact a cannabis market.

Read the complete **12-page statement** hosted by IDPC:
[Drugs and Democracy: Toward a Paradigm Shift](https://cdn.sanity.io/files/6u5teakk/production/a3405c33b6ac3c6eddd49d0afbc6b2e68be8a0a6.pdf).
Printed pages 5–11 correspond to PDF pages 5–11 in this version; recommendation
2 starts on printed/PDF 8 and continues on 9. Visually checked page 8.

The [Global Commission’s regional history page](https://globalcommissionondrugs.org/lacdd/)
confirms the convenors and relationship to the later global body. Its link
labelled English “Statement” currently opens a **46-page book version** with
different pagination. Do not carry the 12-page statement’s locators over to it.
The book version was inspected for identity, not credited as fully read.

### 2011 Global Commission

Added `global-commission-drug-policy-report-2011`, June 2011, with an article.
Read the commissioners list and executive summary, printed pp. 2–3 / PDF 4–5,
in the [original report](https://www.globalcommissionondrugs.org/wp-content/uploads/2017/10/GCDP_WaronDrugs_EN.pdf).
Visually checked PDF 4 / printed 2. Remaining substantive report pages were
not read in full during this pass.

Kept the difference between the two proposals: the regional declaration asked
for evaluation of personal-possession decriminalisation; the global report
expressly encouraged experiments with legal regulation, especially cannabis.
These are policy recommendations by independent bodies, not treaty amendments
or changes in any country’s score. Month precision follows the reports/book;
no launch-day precision inferred from a modern file-upload date.

## Cole guidance: primary scan corrects a broad summary

The existing `us-cole-memo-2013` description implied a categorical instruction
not to interfere with qualifying businesses and a lasting nationwide practice
after withdrawal. Replaced it with a description of priorities and discretion,
and added a dedicated article. Also narrowed the related 2012 article’s claim
that federal inaction made the US unable to object to Uruguay’s reform.

Read **all four scanned pages** of the [29 August 2013 memorandum](https://www.justice.gov/iso/opa/resources/3052013829132756857467.pdf).
The original has no usable text layer: rendered each page and read the images,
rather than treating an empty extraction as coverage. The eight priorities are
on pages 1–2; regulation and case-specific review on pages 2–3; the express
reservation of authority and absence of enforceable rights on page 4.

The [Justice Department announcement](https://www.justice.gov/archives/opa/pr/justice-department-announces-update-marijuana-enforcement-policy)
explains the decision to defer challenges to Colorado and Washington. Search
retrieved its text; a subsequent direct web open failed. The full memorandum
was independently downloaded from the official DOJ URL and visually read.

The [Colorado US Attorney’s 4 January 2018 statement](https://www.justice.gov/usao-co/pr/us-attorney-bob-troyer-issues-statement-regarding-marijuana-prosecutions-colorado)
confirms withdrawal and describes that office’s intended continuation of a
public-safety focus. It cannot substantiate permanent nationwide immunity.
No current federal scheduling claim or score change added.

The related 2012 article also had Washington possession commencing on 9 December.
Corrected this to **6 December 2012**, supported by the contemporary
[Seattle Police Department explanation](https://spdblotter.seattle.gov/2012/11/09/marijwhatnow-a-guide-to-legal-marijuana-use-in-seattle/).
The article already distinguished Colorado’s home-grow allowance from Washington;
retained that distinction rather than the book’s compressed description.

## Carneiro: a useful source-genre warning

Chapter 9 cites Carlos Franqui, *Retrato de Família com Fidel* (Record, 1981),
p. 98, for a remembered Ginsberg/Valdés exchange. The original memoir was not
examined; no meeting date, cultivation exemption or new Cuban event inferred.

Its Padura citation is *O homem que amava os cachorros* (Boitempo, 2013), p. 93.
The [publisher identifies this as a novel with a fictional narrator](https://www.boitempoeditorial.com.br/produto/o-homem-que-amava-os-cachorros-152760).
Do not convert a first-person passage cited from that work into Padura’s own
biographical testimony or population evidence. The cited page and narrative
voice still need inspection before public use. No Cuban entry changed.

## Claims from the reform chapter not imported

- The 2006 Fox account says legislation was signed and then reversed. Verify the
actual legislative and executive acts before creating an event; do not silently
