Quebrando o Tabu brings the drug-policy debate to Brazilian cinemas

Quebrando o Tabu, directed by Fernando Grostein Andrade, opened in Brazilian cinemas on 3 June 2011. ANCINE’s annual film report records the documentary’s release and identifies its distributor as Espaço Filmes.

Former president Fernando Henrique Cardoso was a central participant. The film brought criticism of punitive drug policies into a format addressed to audiences beyond established cannabis campaigners.

A change in who made the argument

In História da maconha no Brasil, Jean Marcel Carvalho França treats the documentary as a synthesis of a changing public image of cannabis and its users. Reform was being advocated by former officeholders, professionals and other public figures whose authority did not depend on membership of a cannabis counterculture.

França emphasises the film’s strategy of discussing prevention, treatment and the harms of prohibition, rather than simply praising cannabis. In his reading, the ordinary social lives of users challenged a stereotype that reduced them to criminals, outsiders or troubled young people.

Cinema as a place for policy debate

The release gave those arguments a public occasion: a documentary could circulate an explanation of reform to people who might never attend a march or visit a cultivation forum. This was one part of the wider debate over whether drug use should primarily be answered through punishment or health and social policy.

França’s interpretation describes the film’s place in that debate. A release date or box-office record cannot establish that the film changed a law or persuaded a particular share of the population. Its contribution was cultural and political, alongside the legal cases and legislative decisions recorded elsewhere in Brazil’s history.^[1][2]
