On 8 January 1929 the Governor-General revised the Taiwan Opium Ordinance's enforcement rules and began issuing opium-smoking licences again, eventually to about 25,000 people. The Taiwan People's Party protested on 20 December 1929 and sent a telegram to the League of Nations on 2 January 1930, saying the policy violated international promises. The League then sent a commission to Taiwan.[1]
