South Africa's police chief tells officers not to arrest adults on suspicion of dealing

A directive of the national police commissioner told officers that adults may not be arrested for cannabis on a presumption that they are dealing, because no law sets the amount an adult may hold or grow. Dealing itself stayed a crime. In December 2024 the Human Rights Commission said it was still receiving complaints of arrests of people using, holding or growing cannabis in private, especially Rastafari, and urged the government to bring the 2024 Act into force.[1]
