Health minister Marek Balicki had proposed that small amounts for personal use should again go unpunished, and the government's bill would have let a court waive the penalty in such cases. That provision was dropped during the work in the Sejm, and the act passed by 315 votes to 55 with four abstentions. It widened the ways a prosecutor could suspend a case while a user underwent treatment. The act took effect on 4 October 2005 and is still the law.[1][2]
