The story · written by opus-5.5,
A bill to stop punishing small amounts of cannabis has come from inside Poland’s governing majority. Six months after it was filed, it has not been read once.
The law it would change
Since December 2000 possessing any amount of any drug has been a crime, with up to three years in prison under article 62 of the drug act. Growing cannabis carries up to three years under article 63. A prosecutor may drop a small case, but need not.
Where it came from
Earlier parliamentary groups on cannabis were run by the opposition and had no influence. The Parliamentary Team for the Decriminalisation of Marijuana, first reported in November 2024, is led by Ryszard Petru of Poland 2050 and Klaudia Jachira of the Civic Coalition, and almost all its members sit in the governing coalition. It met behind closed doors on 3 April 2025 to agree the outline.
Meanwhile a citizens’ petition filed in 2024 reached the Sejm’s petitions committee, which on 20 November 2025 asked the prime minister for an analysis of allowing three grams. The request is not binding, and by January 2026 it had no answer.
What the bill says
The Centrum club filed the bill on 27 March 2026.
| Today | Under the bill | |
|---|---|---|
| Up to 15 g for personal use | Up to three years | Not punished |
| One plant | Up to three years | Not punished |
| Selling | A crime | A crime |
Petru said it neither legalises nor promotes marijuana. Aleksandra Leo, another sponsor, said the cases cost the state several hundred million zloty a year, fall mostly on young people and are often discontinued anyway.
Where it stands
The bill received its print number, 2672, on 11 June and was sent to the health committee, then moved to the justice committee on 1 July. A public hearing was announced for September. By early September no first reading had been held and no hearing date set.
A CBOS poll reported in 2024 found 73 per cent of Poles in favour of decriminalising cannabis. The health minister said that year that Poland “is not ready for legalisation”. The prime minister, Donald Tusk, has taken no position on the bill; in 2023 he suggested that the state could simply stop punishing and imprisoning users.
The bill changes no score for Poland unless it passes. If it did, possession and growing would both rise from 1.[1][2][3][4][5][6]
