Papua New Guinea's new controlled-substances regime takes effect
The Controlled Substance Act put cannabis, resin, oil and cannabis plants in Schedule I and introduced quantity tiers. Ten grams or less can bring two years, more than 10 g but less than 2 kg up to 15 years, and more than 2 kg from 16 years to life; cultivation is graded by plant count. A companion amendment had also raised the old Dangerous Drugs Act ceiling to 40 years.
