The 1946 narcotics protocol updates the treaty system

The Protocol of 11 December 1946 amended the 1931 Convention, including synthetic drugs. Nauru's 1952 Dangerous Drugs Ordinance was made to give effect to the 1931 Convention as amended by the 1946 Protocol and listed Indian-hemp extracts and tinctures. The protocol was treaty background, not a separate territorial law.[1]
