Importing Indian-hemp extracts, tinctures and preparations required a licence for medicinal purposes, while making or exporting dangerous drugs was prohibited. Import licences lasted one year and required records of quantities and recipients.[1] The ordinance replaced the 1922 import law covering opium, morphine, cocaine and heroin.[1]
