A decree of 18 March 2022 limited licensed cannabis growing to Al Hoceima, Chefchaouen and Taounate and set out how farmers, cooperatives and processors would apply. A joint order of 12 May 2022 fixed the THC ceiling at 1%: above that, cannabis could be grown only for medical and pharmaceutical use, while industrial products had to stay at or below the line. The decree created an advisory committee to screen applications and required licence holders to report stock movements to the agency. The rules turned the 2021 framework law into an operating system, but left recreational cannabis outside it.[1][2]
