The Transnational Institute's retrospective account dates the setting up of BNN's provincial branches to 2003, widening operations under the P4GN prevention and enforcement programme. This is a reported rollout milestone, not the first statutory authority for provincial boards: Article 11 of Presidential Decree 17/2002 had already allowed their establishment by governors. The account does not establish one nationwide day on which every provincial board began operating.[1][2]
