Indonesia's Supreme Court issues initial guidance on rehabilitation for drug users

Supreme Court Circular 7/2009 addressed placing drug users in therapy and rehabilitation facilities. The court's archive dates it to 17 March 2009. A later Transnational Institute review describes conditions and procedures distinguishing users from dealers by quantities found at arrest, and records that a 2010 circular revised the guidance. This introduced a route within the criminal-law framework, not decriminalisation or an automatic entitlement to rehabilitation. The account relies on the official catalogue and the retrospective review; the original scanned circular has not been successfully read.[1][2]
