The government elected in 2001 on a tough-on-crime agenda published an action plan that ended the long practice of not penalising small-scale possession: possession of up to 9.9 g of cannabis was from then on to be punished at least with a fine. The plan also provided for closing the cannabis market in Christiania, and legal changes the same year made it easier for the police to use undercover agents and to confiscate money and valuables from people convicted of drug crimes who could not show a lawful origin for them.[1]
