The Government Administration Council ordered a nationwide ban on growing, trafficking, selling and smoking opium, with registration and treatment for users. It created local prohibition committees and made provincial governments set dates for eradication. The government's 2000 white paper says the campaign largely eliminated opium within three years; the order named no cannabis rule, and hemp for fibre and seed continued.[1][2]
