A revised narcotics administration law named Indian hemp and its preparations among the narcotics whose import, manufacture and sale were reserved to the state health administration's monopoly. Doctors, pharmacists and licensed traders could buy from state depots for medical and scientific use only. The law set up a national supply system, but no evidence was found of how it was applied to cannabis in practice.[1]
