A Central Committee notice ordered officials to hand in seized opium, morphine and heroin, punish traffickers, stop poppy growing and restrict morphine supplies below county level. It also required forced treatment for addicts, and the legal history describes it as the first drug law to treat users as offenders. The notice named opium, morphine and heroin, not cannabis.[1]
