A petition from 170 Middelburg farmers and supporters asked the Cape Legislative Council to reverse the cannabis poison listing.[1] Growers complained that chemists, now the permitted sellers, could dictate purchase prices and resell the crop at large profits.[1] Their representative challenged the medical evidence behind the restriction; a repeal was promised in 1907 while officials considered stronger controls over both sales and possession.[1]
