A Zululand magistrate seeks a dagga ban for children and women

The Hlabisa magistrate asked colonial officials to prohibit dagga smoking by boys before puberty and by all women.[1] The proposal formed part of a wider inquiry in which chiefs and officials disagreed about youth smoking, customary authority and whether restrictions could be enforced.[1] Other magistrates preferred chiefly intervention or selective restrictions, while some officials defended adult men's established practices.[1]
