Uzbekistan sets the licensing rules for industrial hemp

Cabinet Resolution No. 770 opened a licensing route for legal entities to grow, import, export, process, store, sell and transport cannabis with no more than 0.2% THC. Licences last five years, require at least three specialists and continuous video surveillance, and oblige the holder to export at least half of output. The rules cover only low-THC industrial cannabis; medical and adult-use supply remain outside them.[1][2]
