Governor Augustus Jaspert said a BVI cannabis licensing authority required preparatory work and an agreement with the UK Home Office before the licensing bill could receive assent.[1] The UK Foreign Secretary also requested the separate record-clearing bill for further consideration, citing trafficking and security concerns.[1] A July 2026 legal review still recorded both bills as unassented.[2]
