Anslinger tells agents to stop filling courts with petty marijuana cases

In the first three months of the Marihuana Tax Act federal agents made 369 seizures totalling 229 kilograms. A confidential memo from Anslinger urged them to pursue sources of supply rather than congest court calendars. Even so, in about half the cases of the next few years the person held less than an ounce and no sale was alleged.[1]
