During the Indonesian occupation, Law 22/1997 on narcotics was the general drug statute applied in East Timor. A 2012 UNFPA assessment found it still in force after independence, applied 'mutatis mutandis' so that its death-penalty provisions could not be used. It remained the basis for drug prosecutions until Law 2/2017.[1][2]
