The constitution restored on 20 May 2002 declares that there is no death penalty in Timor-Leste. It also kept pre-independence laws in force until replaced, so the Indonesian narcotics offences remained applicable with their capital provisions unusable. Parliament did not replace them with a Timorese drug law until 2017.[1]
