The Ninth Circuit reversed the Supreme Court of Guam in Guam v. Guerrero, holding that Guam's Bill of Rights could not be read more broadly than the First Amendment and that the Religious Freedom Restoration Act gave no defence to importing marijuana. The court distinguished simple possession. The case began with a 1991 arrest at Guam's airport.[1]
