Guam expressly extended medical-cannabis protections to patients and caregivers using the home-growing permits introduced in October. The amendment counted permitted plants separately from the patient’s allowable cannabis amount and protected qualifying conduct from arrest, prosecution and property forfeiture. Sponsored by Dennis Rodriguez Jr. and Louise Muña, it also protected custody and visitation rights unless the conduct endangered a child.[1]
