Guam’s commercial-cannabis rules took effect by operation of law, setting separate stages for a business licence, inspection and an operating permit. The rules required cannabis to be tested for potency and safety before consumer sales and required recognised laboratory accreditation or certification. They followed the 2019 adult-use law; the absence of a qualifying laboratory later led lawmakers to create a temporary testing exemption.[1][2]
