Timor-Leste's new pharmacy rules keep cannabis under the drug-law schedules

Decree-Law 2/2025 defines narcotics and psychotropic substances by reference to Tables I–IV of Law 2/2017 and requires pharmacies to keep them in separate locked storage. It regulates the import, storage, distribution and sale of pharmaceutical products but creates no medical-cannabis product category or prescribing route. Cannabis therefore remained a controlled drug with no lawful medical supply.[1]
