A Presidium decree of 25 April 1974, «Об усилении борьбы с наркоманией», set a union-wide framework of criminal penalties for drug supply, possession and the growing of banned hemp. It ordered the union republics to amend their criminal codes, so it applied in Soviet Tajikistan. The decree also treated drug use without a doctor's prescription as an administrative offence.[1]
