Act No. 13 of 1984 created section 54A of the Poisons, Opium and Dangerous Drugs Ordinance, the offence that still sets drug penalties by the amount seized. It introduced minimum fines and prison terms that rise with the quantity and reserved the death sentence, or life imprisonment, for manufacturing heroin, cocaine, morphine or opium. Cannabis was not among the death-eligible drugs. The Act was certified on 11 April, with commencement left to a Gazette order.[1][2]
