Health Secretary Decree 227, made under article 3 of Law 46, establishes the alphabetical list of controlled narcotic substances, salts and preparations. It expressly includes Cannabis with Hashish as a synonym, and Indian Hemp with Cannabis. The decree is dated 26 September and was published on 29 October 1970.[1]
