A health decree expressly listed cannabis, with hashish as a synonym, and Indian hemp in the Somali Republic’s narcotics schedule.[1] The list supplied the controlled substances for the health-ministry licensing law, which covered the territory now administered as Somaliland.[1][2] The decree was dated 26 September 1970 and appeared in the gazette the following month.[1]
Listed for context. No score change is recorded for Somaliland here.
